Syria is undergoing a significant transformation marked by shifting power structures and evolving forms of governance. Rather than conventional state-building, emerging dynamics point toward regime-building, raising questions about whether the current trajectory reflects “Idlib writ large” or a form of light authoritarianism.

This evolution is characterised by increasing executive centralisation, limited political participation, and changing moral boundaries in public life. At the same time, ongoing security challenges and regional escalations continue to shape questions of legitimacy, reconstruction, and long-term stability.

Together, these trends highlight an uncertain trajectory in which power, governance, and security are being fundamentally redefined.

Speakers

Ola Rifai | Ola Rifai is Deputy Director of the Centre for Syrian Studies (CSS) at the University of St Andrews, focusing on identity, nationalism, sectarianism, and conflict in Syria and the wider region.

Haian Dukhan | Haian Dukhan is a Lecturer at Teesside University, specializing in Syrian conflict dynamics, and the role of tribes and non-state actors.

Yassmine Tlass | Yassmine Tlass is a PhD Candidate in Political Science at the University of Kent, researching authoritarian resilience, and the role of security institutions, as well as post-conflict state-building.
